The Contracting Authority may issue contract instructions to the contractor regarding the alteration to design, quality or quantity of the works provided that such contract instructions shall not substantially change the scope of the works. The works must comply with the specification set out in Annex IV. 2.4. Tenderers and related controlling or controlled entities may not submit more than one bid. 3. Submission of the Tender 3.1. Tenders must be received before the deadline specified in the timetable above that is, 16th March 2012 at 16:00.
