As migration is increasingly politicised and people seeking safety are meeting similar barriers across the world, there is a need to have a global perspective on migration and develop solutions that would facilitate migrants to exercise their rights and freedoms.
Migrants, including forcibly displaced individuals, worldwide face challenges in accessing human and civil rights, encountering limitations in social services, health, education, housing, and labour markets. Global displacement, driven by conflicts, disasters, violence, food insecurity, or climate change, is often rooted in geopolitical power struggles and resource control ambitions.
Oxfam has launched the Human Mobility Initiative Fund and opened a call for applications to support migrants and refugees-led organizations, as well as frontline migrants and refugees rights organizations, in their efforts to influence and jointly advance a transformative migration policy agenda. This Grant Facility provided grants for projects involving either evidence-based research, data collection and analysis, or advocacy and campaigning on the rights of migrants and refugees. Seven migrant- and refugee-led organisations, along with frontline migrants’ and refugees’ rights organisations, implemented their programs from June 2024 to June 2025.

The call was open from January to February. By the end of February 2024, 530 applications were received. An eligibility review then identified 417 proposals as eligible. In March, the technical evaluation commenced in two phases: an initial scoring to shortlist 60 proposals, followed by a second evaluation to produce a final ranking using a normalized scoring system.
In April, the Technical Committee and the HMI Fund team met to select funded organisations, ensuring regional diversity. This process resulted in seven organisations chosen from the Americas, MENA, and Europe. Between May and June, the selected organisations were contacted.
