The situation at Melilla’s Temporary Stay Center for Migrants (CETI) continues to deteriorate as overcrowding reaches critical levels, with occupancy now exceeding 85%. This internal collapse has led to increasing tensions, deteriorating living conditions, and, most concerningly, the imposition of arbitrary sanctions by CETI staff and administration.
Instead of addressing residents’ needs, the response has been to enforce disciplinary measures without clear legal backing. Reports indicate that sanctions are being issued for unspecified infractions without proper justification or proportionality. In many cases, these sanctions result in temporary expulsions, a practice that is not established under any national or European regulations governing migrant reception centers. The lack of procedural safeguards leaves residents in a state of legal uncertainty, exposing them to further vulnerability.
Legal experts and migrant rights organizations have raised concerns about these practices, calling for urgent regulatory measures to ensure due process and transparency in any access restrictions or disciplinary actions imposed within the CETI.
