In Melilla, the cédula de inscripción, a document issued to migrants without passports, is a glaring example of bureaucratic barriers that perpetuate inequality. This document, essential for accessing basic rights such as healthcare or legal employment, is tied to a lengthy and costly process that disproportionately affects women.

For many women migrants, particularly those from Morocco, the cédula becomes a symbol of exclusion. Trapped in a cycle of administrative limbo, they face insurmountable obstacles to regularization. This lack of documentation exacerbates their vulnerability to exploitation and prevents them from moving freely to access specialized resources in mainland Spain.

To address this systemic issue, Solidary Wheels recently published a detailed report analyzing the barriers imposed by the cédula and advocating for systemic reforms. In addition, our legal team continues to assist migrants in navigating these challenges, working closely with those most affected to uphold their rights.
